She works with local authorities, hospitals and housing associations, encouraging investment in low carbon buildings, greenspace, and urban design that promotes health, wellbeing and inclusion.

Her work is varied, from authoring reports on the public health necessity to decarbonise homes, to supporting the delivery of greenspace on public sector sites. Josephine has significant experience of embedding health and climate change considerations into key strategic documents, including into planning policies, design briefs, housing strategies, NHS Green Plans, social value policies, and corporate strategies.

Josephine consults on a wide range of national research programmes related to the built environment, green infrastructure and sustainable food. She sits on the Executive Committee for the Housing Studies Association and is a member of the Yorkshire and Humber Climate Commission working group.

Previously, she led the City of York Council’s Sustainability Programme, where she ensured that health, social and environmental outcomes became the core focuses of its Housing Delivery Programme. She developed the authority’s Housing Design Code and ran a socially and environmentally conscious design competition for the Housing Programme.
